Duterte wants “latigo” as punishment for robbers, repeat offenders


President Rodrigo Duterte on Friday said he will resort to implementing “latigo” for repeat offenders and robbers if putting them into jail will not work anymore. Duterte was leading the oath taking of new Malacañang officers on Friday.




“Yong iba natutuwa pa at libre ang pagkain sa loob ng kulungan. Ang iba naman masaya dahil makikita na nila ulit ang barkada nila sa loob. Mga P’tang ina, latiguhin kaya ang mga gagong ito, tingnan ko lang kung uulit pa pag halos malumpo sa sakit. Ano sa tingin niyo? Para wala nang gastos ang gobyerno sa pagpapatayo ng kulungan at pagpakain sa mga inutil na ito. Latigo na lang, pag di pa rin tumino, tigukin na,” Duterte said in front of Malacañang employees.

The president has been critical of repeat offenders, snatchers, and robbers recently as many of these criminals have been going in and out of prison without any sign of change.

When asked by a reporter later if it is okay with the human rights groups to implement flagellation as punishment, Duterte said he doesn’t care.

“Wala akong pakialam sa mga p’tang inang human human rights nay an. E di sila ang kumupkop ng mga criminal na to na paulit-ulit na gumagawa ng katarantaduhan. Tingnan ko lang kung kaya nila. Wala nang ginawang mabuti ang mga iyan, puro kontra sa gobyerno," Duterte said criticizing the human rights groups.

Though punishment by flagellation in the Philippines is unlikely to pass the Congress, the president is persistent with his plan.
